§ 28-9. Basements or cellars.

No person shall occupy as owner or occupant or let to another for occupancy any structure or portion thereof which does not comply with the following requirements: The basement or cellar of any building shall be dry and ventilated and shall be kept from rubbish accumulation and infestation.
