§ 28-2. Policy and purpose.

    The purpose of this code is to provide basic and uniform standards governing the maintenance, appearance and condition of all properties (including vacant land) situated within the unincorporated area of the Town of North Hempstead, whether used or intended to be used or designed to be used, in whole or in part, for residential (including rental properties), commercial, business or industrial use and occupancy, including but not limited to offices, places of public assembly, shopping centers, supermarkets, retail stores, warehouses, manufacturing and fabrication plants, gasoline stations and other business uses.
    B. 
    The Town Board finds that properly kept and maintained properties are essential to the health, safety and welfare of the residents of the Town of North Hempstead. The existence of unsanitary or deteriorating property conditions, as set forth in this chapter and defined as nuisances, can endanger the safety of persons, jeopardize the security of private property and adversely affect the value of surrounding properties.
    C. 
    This chapter is hereby declared to be remedial and essential for the public interest, and it is intended that the same shall be liberally construed to effectuate the purposes herein stated.
